This page covers our response to the following VEU announcements:
Last year the VEU announced a number of amendments for Activity 6 and Activity 1D & 3C:
- New photo evidence for Decommissioning and Gas Sealing.
- Co-payments to come 1st February.
- New version of Activity 6 Nomination form.
- New version of Activity 6 VEEC creation datafile.
- New Size Record for Multi-Split Air Conditioner upgrades, signed by both the fieldworker and the customer.
This year the VEU announced amendments for HWS, AirCon and Cold Room Activities
- New Assignment forms with amendments to installer declarations and co-payment fields.
- New version of VEEC creation forms for HWS, AirCon and Cold Room activities which include new columns for co-payment details.
- New version of the Activity 17 VEEC creation form adding support for a 3rd product type.
- Co-Payments for HWS, Cold Room and Air Con activities.
New Photo Evidence
To satisfy the new requirements (detailed in below image), we have introduced additional questions to the relevant work types, along with additional file categories where required.
The above requirement is already being satisfied by a question included in our standard setup for activity 6.
Existing activity 6 question:
- Take a close-up photo of the decommissioned heater rendered permanently inoperable.
The above requirement is already being satisfied by a question included in our standard setup for activities 1 & 3.
Existing activity 1D & 3C question:
- Take a photo of the unit rendered permanently inoperable.
Added activity 6 question(s):
- Take a photo of the existing air conditioner from 2 meter distance (wide angle).
- Take a photo of the existing heater from a 2 meter distance (wide angle).
Added activity 1D & 3C question:
- Take a photo of whole existing hot water system from 2-meter distance.
Added activity 1D & 3C question:
- Take a photo of new installed unit from a 2-meter distance showing both the system and pipework.
Added activity 1D & 3C question:
- Take a photo showing the terminating location of the temperature pressure relief (TPR) valve.
Added activity 6 question(s):
- Please ensure that existing heaters gas supply has been sealed and capped off in accordance with AS/NZS 5601.1
- Please take a photo showing the seal used to restrict the gas supply.
Added activity 6 Non-Block question:
- Take a photo showing ALL existing Heaters and/or Air Conditioners ready for pickup from the customers premise.
Added activity 1D & 3C question(s):
- Please confirm the gas supply has been sealed and capped off in accordance with AS/NZS 5601.1
- Take a photo showing the terminating location of the temperature pressure relief (TPR) valve.
Added activity 1D & 3C Non-Block question:
- Take photo showing ALL existing water heaters ready for pickup from the customer premise
Nomination form updates (HWS, Cold Rooms, and Air Con)
We have deployed standard templates for the following activities:
- Activity 1 (both Non-Residential and Residential)
- Activity 3 (both Non-Residential and Residential)
- Activity 44
- Activity 43
- Activity 6 (both Non-Residential and Residential)
Co-Payment details
A new section for co-payments has been introduced to show the customers cost before and after the VEEC incentive has been applied.
These fields will be populated by sourcing the values from one of two locations:
- Built-in Dataforce invoices (This applies to those who are using the built-in system generated invoices for their customers)
- External Invoice (This applies to those who are using an external system, or manually creating invoices for their customers)
For those using external or manual invoices, Dataforce is unable to automatically determine the values for these fields, therefore the following questions have been created to allow you to input the values:
- Are you using Dataforce to generate the customer invoice?
- Yes
- No
If “Yes” is answered, then the field Price of installed product(s) including GST (before VEEC incentive) uses the ‘Total (Inc GST)’ on the Customer Invoice, as shown below:
The field Consumer payment for installed product(s) including GST uses the ‘Total After Point of Sale Rebates’ on the Customer Invoice, as shown below:
If “No” is chosen as the answer, then the following two additional questions will be asked when completing the job:
- Please enter the Price of installed product(s) including GST (before VEEC incentive): $
- Please enter the Consumer payment for installed product(s) including GST: $
The values answered for these questions, will be outputted onto both the VEU assignment forms and the VEEC creation file.
Activity 6 Nomination Specific changes
Decommissioning
To support the New decommissioned fields (shown above) we’ve added the following two questions:
- Please select the decommissioning method for the existing air conditioner?
- Removal of the control board / internal wiring components
- Destruction of the product’s casing / other components rendering the product permanently unusable
- Removal of ductwork
- Other
- What ‘other’ method did you use to decommission this existing air conditioner?
- Please select the decommissioning method for the existing heater?
- Removal and destruction of the heating element/burner
- Removal of the control board / internal wiring components
- Destruction of the product’s casing / other components rendering the product permanently unusable
- Removal of ductwork
- Other
- What ‘other’ method did you use to decommission this existing heater?
The answers to these questions will print on the assignment form as follows:
Recycling
We have depreciated the question Are you removing the original heater or air conditioner from the site for Recycling?
This question has been replaced by the below two new questions:
- Are you removing the original heater from the site for recycling/disposal?
- Are you removing the original air conditioner from the site for recycling/disposal?
Depending on the installation scenario, either one or both of these questions will be asked.
For example, in scenario “6(i) Hard-wired Electric Resistance Room Heater without cooling” only the question “Are you removing the original heater from the site for recycling/disposal?”. Whilst for scenario “6(viii) Ducted Gas Heater and Refrigerative Air-Conditioner”, both questions will be asked.
In the case where both questions are asked, then both question must be answered ‘Yes’ for the nomination form to be ticked affirmative for section:
- “Was decommissioned product removed from the consumer’s premises for disposal?”.
When either of the above questions are answered as “No”, then a justification will need to be provided.
To capture the justification reason for both heater and air conditioner, the following two questions have been added:
- Please provide justification for why the existing heater will be left on site (this will appear on nomination form)?
- Please provide justification for why the existing air conditioner will be left on site (this will appear on nomination form)?
Ductwork
A new field for replacement of Ductwork has been added to the assignment form (shown below)
To address this new requirement, we have added a new question for ducted upgrade scenarios:
- Was the DUCTWORK from the decommissioned product REPLACED as part of installation? (Answer is used on the Nomination Form).
VEEC Creation Templates (Datafile)
Co-payments columns
These fields report similar values to those used on nomination forms, if you are not using ASAP customer invoices they will be left blank.
We have deployed these columns for the following activities:
- Activity 1 (both Non-Residential and Residential)
- Activity 3 (both Non-Residential and Residential)
- Activity 44
- Activity 43
- Activity 6 (both Non-Residential and Residential)
Extra Product Type For Showerheads (Activity 17)
Activity 17 submission now supports a 3rd product type in the VEEC creation form.
Multi-split and Ductwork columns (Activity 6)
These columns are only for the first product type, if you are doing a multi-split installation please ensure that it is entered under the HE Air Conditioners tab as the first block.
The column is mapped to the new question:
- Was the DUCTWORK from the decommissioned product REPLACED as part of installation? (Answer is used on the Nomination Form)
The following columns will use the answers to the new questions that have been added (detailed below in “New Size Record form for Multi-split systems”)
- What is the Area (m2) heated/cooled by upgrade product in room 1?
- What is the Area (m2) heated/cooled by upgrade product in room 2?
- What is the Area (m2) heated/cooled by upgrade product in room 3?
- What is the Area (m2) heated/cooled by upgrade product in room 4?
- What is the Area (m2) heated/cooled by upgrade product in room 5?
New Size Record Form for Multi-split systems.
A completed example is shown below:
The new form has two sections, Existing and Upgrade. This represents the existing baseline products, vs the new upgraded products
The Existing is populated from the new questions shown below:
The fieldworker chooses the number of Existing rooms by answering the question:
- Select the number of rooms with EXISTING air conditioner?
They then need to answer the following questions for each room (with x being the room number):
- Existing Room x Description
- What is the Area (m2) heated/cooled by existing product in room x
- What is the heating capacity (kw) of the existing indoor unit in room x
We are asking for the Heating capacity of the indoor units only, since the Fact Sheet only has the Heating recommendations.
The upgrade section sources its values from the question shown below for the installation rooms.
The values will populate into the ‘Upgrade’ section of the form.
- The Required shows the recommended value, as determined from the fact-sheet based on the rooms Area (m2) selected.
- The column Valid shows as ‘No’ if the value in the Capacity column is not within the capacity values in the Required column.
Meaning the indoor unit is too small or too large for the room.
Co-payments
HWS Activity 1/3
We’ve added the following co-payments question for HWS Question block:
This question is active for jobs where the Scheduled date or Activity date is on after 1st February 2025.
The product will apply $200 inc.GST co-payment for each HWS per-system installed.
Commercial HWS Activity 44
We’ve added the following co-payments question for VEEC - Hot Water Upgrade question block:
For Activity 44, the fieldworker is required to choose if a co-payment is required based on the product installed.
This question is active for jobs where the Activity date is on after 1st February 2025.
The product will apply $200 inc.GST co-payment for each HWS system installed.
Cold Room Activity 43
We’ve added the following co-payments question for Cold Room question block:
This question is only asked if activity 43B activity is selected for the question Select the activity that applies to this upgrade.
This question is active for jobs where the Activity date is on after 1st February 2025.
The product will apply $500 inc.GST co-payment for each per cold room upgraded.
Air Conditioner Activity 6
We’ve added the following co-payments question for HE Air Conditioner question block:
For Activity 6 the fieldworker is required to choose which co-payment is applicable based on the type of system installed.
This question is active for jobs where the Activity date is on after 1st February 2025.
The product will apply a co-payment of $1,000 inc.GST or $200 inc.GST for each system, depending on the type of system.
The example above has both a Ducted system co-payment and a Small system < 10kw co-payment, therefore the customers is required to contribute a total of $1,200 inc.GST.
